La ministra insta a los hombres a "tomar el timón" en la lucha contra la violencia de género. La alcaldesa sugiere que todas las mujeres políticas "deberíamos ser más cómplices".

La ministra de Cultura, Carmen Calvo, aseguró ayer que "el machismo solo es otra forma de fascismo", e instó a los varones a "tomar el timón" en la lucha contra la violencia de género, "porque es un asunto que les atañe a ellos más que a las mujeres, que son las víctimas", al tiempo que aseguró que "no avanzamos más para erradicar esa violencia porque no hay conciencia ni autoconciencia".

Calvo hizo estas declaraciones en la inauguración del XIV Feminario que organiza la Plataforma Andaluza en Apoyo al Lobby Europeo de Mujeres, que este año tiene por lema una pregunta ¿Existen las democracias sin la ciudadanía de las mujeres? y en el que participan unas 300 mujeres. La ministra comparó la violencia de género con otras lacras como el apartheid, "que no acabó hasta que los blancos sudafricanos se dieron cuenta de que no se podía hablar de democracia sin los derechos de los negros".

MAS SUBVERSIVAS Carmen Calvo comentó que "cuando hablamos de democracia paritaria, desde el neoconservadurismo se piensa que es algo artificial, pero lo único que hacemos es subir el siguiente escalón de la democracia, para lo que hay que incorporar la historia y la experiencia de las mujeres". En este sentido, la ministra se dirigió a las mujeres y dijo que "tenemos que ser mucho más subversivas, más peligrosas, porque seguimos sin tener la suficiente influencia para colocar en las agendas políticas la igualdad real y los temas que nos preocupan".

La ministra y diputada cordobesa también se refirió a la prostitución y la explotación sexual, otro de los temas que se tratarán en el feminario, y comentó que "a quienes digan que eso es una profesión les diría que llevaran a sus hijas a la escuela de prostitución. Nadie lo haría, claro, porque es una forma de esclavitud, no un oficio".

A la inauguración del acto también asistieron la alcaldesa de Córdoba, Rosa Aguilar; la directora general de Servicios Sociales, Purificación Causapié; la delegada de Igualdad de la Diputación, María Dolores Villatoro, y la presidenta de la Plataforma Andaluza del Lobby Europeo de Mujeres, Rafaela Pastor.

"MUJERES INTERCAMBIABLES" La alcaldesa aseguró que "la democracia que vivimos está incompleta porque no hay una igualdad real, aunque las leyes la proclamen" y destacó las desigualdades en el ámbito laboral, educativo, doméstico, de poder, y también la violencia de género. Rosa Aguilar hizo un llamamiento a los hombres "para que se sumen a esta causa común que es la igualdad plena de oportunidades y derechos para todos".

En su intervención, Aguilar destacó que "cada vez hay más mujeres que acceden a cargos públicos, pero permanecen menos tiempo", ya que, según comentó, "cuando se diseñan las listas electorales parece que los hombres siempre son imprescindibles y las mujeres intercambiables, por lo que se establece una competencia entre nosotras". Por ello, Aguilar considera que todas las mujeres políticas, sean del partido que sean, "deberíamos ser más cómplices y diseñar una agenda común de mínimos sobre los temas de igualdad".

María Dolores Villatoro recordó que, aunque se ha avanzado mucho en el reparto igualitario del poder, con gobiernos paritarios tanto a nivel central como autonómico, la asignatura pendiente sigue siendo el poder local, donde "solo un tercio de los concejales somos mujeres y las alcaldesas suponen apenas el 13% de los regidores".

Purificación Causapié también se refirió a las desigualdades en distintos ámbitos y recordó que, según un reciente estudio del Instituto de Estadística de Andalucía (IEA), "las mujeres dedican una media de cinco horas al trabajo doméstico y los hombres dos, pero esos datos tienen trampa porque el 95% de las mujeres le dedican tiempo a la casa, mientras que solo el 60% de los varones reconocen hacerlo".

Por su parte, Rafaela Pastor, señaló que "tenemos que hacer un feminismo político, y mientras haya una sola mujer prostituida, explotada, debemos luchar desde la política". También destacó que "ya es hora de que exijamos el laicismo, porque todas las iglesias nos han esclavizado".

En Chile se está legislando sobre el Lobby, le enviaré este artículo al Senador Victor Pérez Varela que se ha  preocupado especialmente de este tema y de su legislación, como también se lo enviaré a Davor Harasic de Transparencia Internacional para ir sacando algunas lecciones indispensables a considerar en cualquier proyecto legislativo de esta naturaleza.
 
Junto con legislar hay que capacitar sobre lobbying a todo nivel, porque se debe ir a un cambio cultural.

«Un lobby es como una flor nocturna. Florece en la oscuridad y muere bajo el sol». Supuestamente, Steven J. Rosen escribió esa frase en un memorándum interno de AIPAC, las siglas que significan en inglés Comité de Asuntos Públicos Israelí-Americano, el grupo de presión más famoso de EEUU.

Aunque Israel no es un caso aislado. Todo el mundo tiene su lobby o grupo de presión: China, Taiwan, los sindicatos, los indios, las mutuas sanitarias, las empresas petroleras, las de defensa, las farmacéuticas, las de transporte ferroviario... En total, en el área metropolitana de Washington hay 30.000 compañías especializadas en influir sobre el poder político, esencialmente el Congreso. O sea, 56 lobbies para cada legislador.

Éstos son momentos de cambio para estas 30.000 empresas especializadas en lo que el novelista Tom Wolfe calificó como «el mercado de favores». Rosen está procesado por espionaje a favor de Israel. Y Jack Abramoff, «el hombre que compró Washington», según el semanario Time, ya ha sido condenado a cinco años y 10 meses de cárcel, aunque tiene pendientes varios casos más.

Las víctimas no se han producido sólo por el lado de los lobbyistas. El ex presidente del grupo republicano de la Cámara de Representantes Tom DeLay tiene su carrera política liquidada y puede acabar en la cárcel por sus tratos con Abramoff. Randy Cunningham, el héroe de Vietnam en el que se basa el personaje de Maverick, que lanzó a la fama a Tom Cruise en la película Top Gun, fue condenado en marzo a ocho años de cárcel por recibir 1,9 millones de euros de empresas del sector de defensa.

Y el viernes pasado, el asesor de Bush David H. Safavian fue condenado a año y medio de cárcel por obstruir la investigación del caso Abramoff.

Lo más que han logrado todos esos escándalos es que los lobbies se vayan al Barrio Chino para librarse de los problemas de imagen de su tradicional centro de operaciones, K Street, identificada en todo EEUU como una especie de pozo de corrupción. Aunque la otra razón del traslado es que el Barrio Chino está más cerca del Congreso.

Y, por tanto, es más fácil ejercer influencia sobre los políticos a base de comidas, presentaciones en PowerPoint, campañas de relaciones públicas entre las empresas o determinados sectores industriales y, si eso no funciona, viajes pagados a Escocia para jugar al golf, como en el caso de Delay, o directamente prostitutas, en el de Cunningham.

Porque el lobby está tan arraigado en la cultura estadounidense como los rodeos. Abramoff trabajaba para dos bufetes, Greenberg & Traurig y Preston, Gates & Ellis. Este Gates procede de uno de sus fundadores, William H. Gates, que hace 10 días estaba en Oviedo recogiendo el Premio Príncipe de Asturias de Cooperación Internacional en nombre de su hijo, Bill Gates, el fundador de Microsoft y el hombre más rico del mundo.

El martes próximo señalará una renovación de la plantilla en muchas de estas empresas. Ese día hay elecciones legislativas en EEUU, y todo indica que los demócratas regresarán a los lobbies, de donde han sido parcialmente expulsados por el llamado Proyecto de K Street, ejecutado por DeLay, en virtud del cual los republicanos exigieron -no siempre con éxito- que los grupos de presión se deshicieran de sus empleados demócratas. Pero también va a haber un desembarco de republicanos expulsados del Congreso si se cumplen las encuestas que auguran una derrota para ese partido.

Porque el lobby se basa en el concepto de puerta giratoria. A un lado, la política; al otro, el sector privado. Y el lobbyista entrando y saliendo de ambos. Todo buen lobby tiene en nómina a uno o varios ex políticos con buenos contactos en el Congreso y en la Casa Blanca. Y, si son de partidos diferentes, mejor. De hecho, en un lobby de la calle G, en el Barrio Chino, el republicano, ex candidato a la Presidencia y ex presidente del Senado Bob Dole comparte planta con el demócrata y ex presidente del Senado Tom Daschle.

En todo EEUU hay 1.600 ex legisladores -la cifra también incluye a miembros de los Congresos de los Estados- trabajando de lobbyistas, según el Centro para la Integridad Pública, una organización de centroizquierda especializada en periodismo de investigación.

El lobby es, de hecho, una jubilación dorada para todo político. Si no, que se lo pregunten a Bob Livingston, que tuvo que dimitir de su cargo de presidente de la Cámara de Representantes en 1999 cuando se descubrió que había sido infiel a su esposa.

El ex político fundó The Livingston Group, que se ha convertido en uno de los mayores lobbies de Washington, un grupo de presión que tuvo en sus seis primeros años de existencia 32 millones de euros de beneficios. Claro que Livingston es la parte glamourosa del lobby. Por dentro, un grupo de presión es como cualquier oficina. De hecho, los lobbies se definen a sí mismos como «bufetes de abogados», «consultoras» y «empresas de relaciones públicas». Y eso es lo que son: intermediarios entre el sector privado y la Administración pública, en un país en el que la sutileza no es precisamente una de las más bellas artes.

De hecho, el «mercado de favores» representa un cierto grado de transparencia en las relaciones entre políticos y empresas. No hay nada más siniestro que cuando alguien afirma que no necesita un lobby como, se dice, declaró en una ocasión el ex embajador saudí en EEUU, el Príncipe Bandar: «Los judíos tienen su lobby. Pero nosotros tenemos la Casa Blanca».

Trabajar en un lobby no es fácil, salvo si uno se llama Bob Dole, de quien se dice que se permite siestas ocasionales en su despacho. Es comprensible, dado que el ex senador tiene 83 años mal disimulados por una serie de operaciones de cirugía estética que han dejado su cara con una textura similar a la de una máscara de látex de Halloween como las que anoche llevaba la gente por Washington.

Para los empleados normales, los horarios y las condiciones laborales de un lobby de los más importantes son similares a los de una consultora de primera fila estilo McKinsey o un banco de inversión como Goldman Sachs. Es decir: brutales.

Un lobbyista suele trabajar 12 horas al día cinco días a la semana, si tiene suerte y no se lleva trabajo a casa el fin de semana. Y, cada 15 minutos, debe rellenar una ficha explicando a su supervisor lo que está haciendo. A cambio, disfruta de un salario más que aceptable. Un becario cobra unos siete euros netos a la hora, casi el doble de lo que puede lograr en una consultora normal. Un asociado -es decir, un directivo medio- unos 70.000 euros netos al año. Un socio o un asesor -como Dole y Daschle- al menos 120.000 euros.

No obstante, son remuneraciones muy modestas cuando se comparan con los sueldos -frecuentemente libres de impuestos- de los funcionarios consagrados a la lucha contra la pobreza en instituciones como el Fondo Monetario Internacional, el Banco Mundial y el Bando Interamericano de Desarrollo.

Esos ejecutivos sobrecargados de trabajo son los encargados de lidiar con una variada clientela. A veces, hay gobiernos que recurren a los lobbies. De hecho, a todo lobbyista de Washington se le iluminan los ojos cuando recuerda las millonadas que pagó Kuwait a la empresa de relaciones públicas Hill and Knowlton para que ésta vendiera a la opinión pública estadounidense los crímenes cometidos por las fuerzas de Sadam Husein que invadieron ese país en 1990.

Otras veces, los clientes son individuos. Y frecuentemente son organizaciones empresariales, las llamadas 501 (c) 6, en referencia al capítulo del Código Fiscal de EEUU que regula su existencia. Una norma destinada a favorecer a los lobbies, porque la mayor parte de las donaciones a las 501 (c) 6 no tributan.

Esta combinación de directivos, ex políticos y grupos de empresas espera las elecciones del martes. Unos comicios en los que la corrupción es uno de los grandes temas de debate, aunque todo el mundo sabe que pocas cosas van a cambiar.

La «flor nocturna» del lobby sigue creciendo, de día y de noche, porque es una planta demasiado grande como para poder podarla o arrancarla de raíz. DeLay, Abramoff y Rosen acaso la vean crecer desde la cárcel, en compañía de Cunningham y del demócrata Jim Trafficant. Pero la puerta giratoria de K Street -ahora, del Barrio Chino- va a seguir moviéndose gane quien gane el martes.

Las dos caras de los 'think tanks'

Un think tank es un centro de estudios. Un lobby es una empresa que trata de influir en el proceso político. En teoría son dos cosas muy diferentes. En la práctica, no tanto. «Por supuesto que muchas veces los think tanks funcionan como lobbies, de forma consciente o inconsciente», ríe Steven Clemons, de The New America Foundation, uno de los centros de estudios que más está creciendo en Washington.

Por de pronto, tanto las donaciones a think tanks como a lobbies tienen un tratamiento fiscal muy favorable. Pero la gran ventaja es que los informes emitidos por los centros de estudios tienen una pátina de rigor e independencia de la que supuestamente carecen los que salen de una empresa de relaciones públicas.

¿Significa eso que los 2.500 think tanks de Washington están al servicio de los 30.000 lobbies de la ciudad? No necesariamente. Pero Clemons, como cualquier otro directivo de un centro de estudios, puede contar numerosos casos en los que un donante suspendió súbitamente sus donaciones por estar en desacuerdo con los resultados de una investigación que estaba financiando.

El ejemplo más claro de esa política es el de la Heritage Foundation, uno de los think tanks más influyentes. La Heritage fue fundada por dos multimillonarios ultraconservadores, James Coors -de la familia propietaria de la cerveza del mismo nombre- y Richard Mellon Scaife, que en los 90 jugó un papel destacado en la financiación de campañas de difamación contra Clinton.

Ambos crearon ese think tank como una escisión del American Enterprise Institute (AEI), que había sido tradicionalmente el centro de estudios de la derecha estadounidense. La razón del enfado de Coors y Scaife no tenía nada que ver con la solidez intelectual, sino con que no estaban de acuerdo en que el AEI criticara, desde posiciones económicas liberales, la Presidencia del republicano Richard Nixon.

En realidad, que un think tank esté libre de influencia de sus donantes es virtualmente imposible. Es cierto que los grandes centros de estudios de EEUU tienen un patrimonio invertido, cuyos intereses les permiten cubrir una parte de sus gastos y, por tanto, les garantiza cierta autonomía. Pero esos recursos no suelen pagar más del 35% de los costes operativos, y es ahí donde los donantes tienen mucho que decir.

Los think tanks, además, también forman parte de la puerta giratoria. Uno va a la Brookings Institution, que es el centro de estudios demócrata con más solera de Washington, y se encuentra con nombres como Kenneth Pollack (miembro del Consejo de Seguridad Nacional con Clinton). Y, si camina dos calles y se planta en el AEI, se encuentra, por ejemplo, con Lynne Cheney, la esposa del vicepresidente, Dick Cheney. De hecho, casi no quedan think tanks en los que haya analistas de los dos partidos políticos.


¿Cómo acceden los políticos y las empresas a los círculos de poder en Estados Unidos?


Un mantra que siempre repiten los directivos de los lobbies es: «Nosotros damos acceso». Acceso a las empresas al poder político. Pero también acceso a los políticos al poder económico. Y eso es muy importante para los legisladores. A través de los lobbies, los políticos adquieren contactos y, sobre todo, financiación.

Porque en EEUU el Legislativo está dividido en comités, especializados en la regulación de sectores económicos o áreas políticas. Y cada empresa trata de llevarse lo mejor posible con los congresistas que están en el comité que regula sus actividades. A cambio, se encargará de regar con dinero, información y campañas de comunicación favorables a los políticos que defiendan sus intereses.

Un excelente ejemplo de esa dinámica es el candidato demócrata a las elecciones de 2004, John Kerry. Según el think tank Centro para una Política Responsable, entre 1995 y 2004, Kerry recibió «más de 30 millones de dólares para sus campañas, y la mayor parte ha procedido de empresas financieras y de telecomunicaciones -a las que regulan los comités del Senado de los que él forma parte- y de abogados que representan a esas compañías».

Pagos con información

Las empresas también pagan con información. Por un lado, hacen correr la voz entre las organizaciones empresariales de que tal o cual congresista es business friendly, es decir, amistoso con los negocios. Por otro, las finanzas personales de los políticos pueden verse beneficiadas. Ésa es, al menos, la conclusión de un estudio del profesor Alan Ziobrowski, de la Universidad de Georgia, publicado en 2004 en la revista científica Journal of Financial and Quantitative Analysis, en el que se demuestra que las inversiones en Bolsa de los senadores de Estados Unidos superan los resultados del mercado en un 12%.

El dinero que los políticos obtienen por medio de los grupos de presión no sólo es útil para financiar la campaña electoral del candidato en cuestión. También sirve para reforzar el poder de ese político dentro de su propio partido. Cuando en 1994 los republicanos tomaron el control de la Cámara de Representantes y del Senado -irónicamente, con la promesa de terminar con la corrupción- repartieron los puestos de presidentes de los Comités entre los congresistas que más dinero habían recaudado.

Eso generó una carrera de los congresistas para captar fondos. Y la mejor forma de conseguirlo era protegiendo a las empresas que les daban dinero, bien mediante leyes que favorecieran los intereses de esos donantes, o directamente por medio de subvenciones.

Los casos más destacados de corrupción de congresistas en los dos últimos años
La tradición del 'barril de carne de cerdo'

Todo empezó en las plantaciones del Sur. Cuando se sacrificaba un cerdo, las sobras se ponían en un barril y se regalaban a los esclavos negros. Así nació la expresión «barril de carne de cerdo» (pork barrel). Una expresión que, 144 años después de la abolición de la esclavitud, designa las partidas presupuestarias aprobadas por el Congreso sin ningún tipo de racionalidad económica o política, sino tan sólo electoral. En otras palabras: una sutil compra de votos.

Pero el pork barrel no es la única forma de corrupción que practica el Legislativo. Los congresistas tienen una enorme gama de herramientas a su disposición para beneficiar a sus distritos electorales. Y también para beneficiarse a sí mismos. Ése es uno de los factores que explican que la actual popularidad del Congreso en su conjunto esté en el 35%, o sea, por debajo de la de George W. Bush. Lo que sigue es una breve lista de algunos de los casos más egregios de corrupción -legal o ilegal- de EEUU desde las últimas elecciones legislativas, hace dos años.

El puente a ninguna parte.

Beneficiario: Senador Ted Stevens. Un puente tan grande como el Golden Gate de San Francisco y con un precio de 223 millones de dólares (177 millones de euros) para conectar con la costa a una aldea de Alaska de 50 habitantes. El republicano Ted Stevens -famoso porque, cuando en el Senado se discute algo que considera innegociable, lleva puesta una corbata de El Increíble Hulk- se puso a berrear en la Cámara «¡No, no!», cuando le pidieron que abandonara el proyecto para destinar los fondos a las víctimas del huracán Katrina. El puente ha sido paralizado temporalmente, lo que amenaza con provocar otra pataleta de Stevens.

El arte de escoger dónde se construye.

Beneficiario: Dennis Hastert. Aprovecharse de una obra pública para ganar un dinerito funciona lo mismo en Marbella que en Illinois. Si no, que se lo pregunten al presidente de la Cámara de Representantes, Dennis Hastert. El año pasado, este republicano presionó con éxito para que se aprobara la construcción de una autopista en Illinois. Un generoso acto para ayudar a sus conciudadanos, si no fuera porque el trazado de la carretera pasaba a sólo nueve kilómetros de su finca. El presidente de la Cámara vendió inmediatamente los terrenos, embolsándose 1,7 millones de euros.

Noventa mil dólares en la nevera.

Beneficiario: William Jefferson.
Que los hábitos alimentarios estadounidenses no son exactamente saludables es público y notorio. Pero nadie ha llegado tan lejos en la comida basura como el miembro de los representantes demócrata por Luisiana William Jefferson. El 3 de agosto de 2005 el FBI encontró en el congelador de Jefferson 90 billetes de 1.000 dólares, pulcramente agrupados en paquetes de 10.000 dólares envueltos en papel de aluminio, tal vez para no desentonar con las demás viandas o para que no se les pegara el olor. Aparentemente, Jefferson no se iba a comer el dinero, sino que iba a usarlo para sobornar a varios países africanos y lograr que otorgaran contratos a una iGate, una empresa de telecomunicaciones de Kentucky.

Primero, mi pueblo; luego, mi hijo; después, Al Qaeda.

Beneficiario: Hal Rogers. Cuando el semanario conservador National Review califica a un legislador republicano de «desgracia nacional» es que, o el político se ha pasado a los demócratas, o lo está haciendo muy mal. Rogers no ha cambiado de chaqueta, así que todo indica que la segunda opción es la correcta. El miembro de la Cámara de Representantes, que preside el Subcomité de Seguridad Nacional, ha retrasado en al menos dos años la entrada en vigor de nuevas medidas de seguridad antiterrorista en los aeropuertos de EEUU porque ha intentado que el mayor número de contratos cayeran en empresas de su distrito, en Kentucky. Para más inri, Rogers encargó la supervisión de la capacidad técnica de esas compañías a una empresa propiedad de su hijo.

El 'lobbysta' congresista.

Beneficiario: senador John Thune. Normalmente, cuando un senador deja el cargo se hace lobbysta y pasa a defender las empresas de los sectores que antes supervisaba. El republicano John Thune, de Dakota del Sur, ha seguido el camino opuesto. En 2002 y 2003 trabajó como lobbyista para la empresa de ferrocarriles Dakota, Minnesota & Eastern Railroad. En 2004 fue elegido senador. Una de sus primeras medidas fue promover la rehabilitación de 1.300 kilómetros de vías férreas en las áreas en las que opera su antiguo empleador.
